Center for Workforce Inclusion is Hiring a Senior Accountant (Temporary Position) Near Silver Spring, MD

ABOUT US: 

The Center for Workforce Inclusion provides training and support to help older, low-income job seekers across the US overcome multiple barriers to employment, secure a meaningful job, and remain employed. We focus on jobseekers who have been underserved by traditional workforce development programs including formerly incarcerated individuals, Veterans, and women.

OVERVIEW

This position assists in full-cycle accounting for multiple programs, from day-to-day accounting tasks up to and including month-end close responsibilities and financial reporting. The position has the responsibility of maintaining general ledger accounts and assisting in preparing monthly financial statements. The Sr. Accountant is required to work in a collaborative environment with all accounting and program staff.

RESPONSIBILITIES

  • Ensures compliance with grant contracts, administrative guidelines, and Federal, State, and local grant regulations. Prepares reports to grant agencies on a monthly, quarterly, and annual basis as required. Monitors paperwork connected with grant-funded programs.
  • Responsible for day-to-day operations of assigned grant programs.
  • Schedule and review the work of staff, as assigned.
  • Prepare and review disbursements (regular and EFT): vendors, travel, indirect expenses, funding of subgrantees, and others. Ensures that documentation meets organization policies and government regulations. Ensures that coding is correct (account, classification, year, funding source).
  • Prepare and review the drawdown of funds from the government or other funding sources. Ensure that supporting documentation is properly prepared. Verify that funding was received.
  • Monitors cash requirements to maintain a (close) to zero balance. Be sure payables are processed and paid on time.
  • Review bank reconciliations for accuracy and completeness. Ensure that there are no unresolved reconciling items and that all items are clear within a reasonable time. The Director of Accounting approves bank reconciliations.
  • Prepares and reviews monthly, quarterly, bi-annual, or annual financial reports including cost vs. budget reports. Ensure that they are timely prepared. Responsible for financial analysis and interpretation of data, explanation of variances, and recommendations or adjustments. Have the Director of Accounting approve. Submit / file reports with the proper agency.
  • Reviews monthly cost/budget reports of subgrantee, cooperative agreement or other grants for unusual items, timeliness of reports, and if necessary, initiates or recommends corrections.
  • Monitor that cumulative costs are within percentage guidelines. This is especially important toward the end of the funding period to determine if there is over / underspending. Discuss with the Director of Accounting to determine what corrective action should be recommended.
  • Review monthly Cooperative Agreements or other grants for completeness. As appropriate contact the grantor or subgrantee staff to resolve questions. If necessary, work with the Director of Accounting and/or program staff for guidance. Completeness includes proper dating, correct period, and other required information.
  • Respond to routine inquiries from grantor or subgrantee staff, government officials (e.g., EPA Coordinators), program staff, and senior management of the organization. It is important not to make any decisions or provide information without the approval of the Director of Accounting or other senior manager.
  • Prepare or review schedules and or gather information for annual financial audit. This would also include responding to audit inquiries from vendors or subgrantees. Coordinate work with the Director of Accounting or designee.
  • Has primary responsibility for funding source requirements (EPA and others). This includes draw-down procedures, account information, contact information, banking requirements, and internet procedures.
  • Working with the Director of Accounting prepares the annual budget for assigned programs.
  • Assists with preparing or prepares grant budget including a three-year budget; and internal budget.
  • Cross-train and back-up for other staff in the department and organization during times of staff absence. Ensure that other staff persons are adequately trained and aware of their backup requirements.
  • Prepare budget modifications (documentation) for subgrantees, cooperative agreements, or other grants. Monitor the process of preparation, approvals, submittal, and the receipt of the final signed modification.
  • Ensure that all files are maintained in a current and orderly manner. This includes subgrantee files, cooperative agreements, vendor files, general ledger adjustments, and funding receipts. Regarding subgrantee, cooperative agreements (and others, if applicable) maintain notes (documentation) to explain decisions made. Subgrantee and cooperative files should have the original contract/agreement and all subsequent modifications.
  • Review all mail received for the grant(s) assigned received by the department. Decide what course of action should be taken and the necessary follow-up.
  • Keep current with the company’s policies, procedures, organizational objectives, Federal and grant regulations, and requirements and accounting requirements.
  • If requested, prepare to attend conferences, and make presentations or act as a trainer about a selected topic.
  • Monthly review project module to ensure that budgets are current and costs are reconciled to the general ledger.
  • Closeouts: The Director of Accounting should review and obtain the required signature from senior management.
  • Review enrollee journal entries to ensure the correctness of posting/allocation to proper Cooperative Agreement (C), Program Code (Q) and Grant Number ( e.g., 840017) aka CQ #840017.
  • For the new Cooperative Agreement establish sub-accounts and task accounts in the general ledger and project module.
  • Review initial transactions to correct posting for the Cooperative Agreement.

KNOWLEDGE, SKILLS, AND ABILITIES 

  • Knowledge of generally accepted accounting principles and federal grant regulations.
  • Detail orientation and customer-service orientation
  • Must have excellent task/project management skills
  • Must prioritize and meet deadlines for deliverables
  • Excellent computer skills. Knowledge of automated financial and accounting reporting systems.
  • Proficiency in Excel and Word skills. Experience in Sage Intacct is a plus.
  • Strong communication and interpersonal skills are required.
  • Excellent written and oral communication skills, as well as the ability to work independently and effectively with various internal/external disciplines with ease and professionalism.
  • Must demonstrate the ability to interpret and analyze the current level of available funding as it relates to current and/or future financial commitments.
  • Ability to prioritize and plan work activities, use time efficiently, work independently and with others.
  • Ability to adapt to changes in the work environment, manage competing demands, and deal with frequent change, delays or unexpected situations.
  • Ability to identify and resolve problems in a timely manner and gather and analyze information skillfully.
  • Highly detail-oriented, demonstrates accuracy and thoroughness, monitors his/her work, and ensures quality.
  • Demonstrate accountability for results.
  • Proficient with, or able to quickly become proficient with, a range of general and specialized applications, software, and hardware used in the organization and the industry – Microsoft Outlook, Microsoft Teams, Smart Sheets, and Zoom.

QUALIFICATIONS

  • BA/BS degree in accounting, or finance/management with a concentration in accounting

  • Ten years of progressively responsible accounting experience and independent judgment.

POSITION LOGISTICS

  • This position is a hybrid role that combines office days with telework/remote days. The hybrid schedule will be based on responsibilities, meetings, and deliverables.
  • Candidates must be flexible and able to respond to changing priorities.
